    Did you find the problem?  Please report.   I have my speculations, with freon charge being the issue, maybe due to leak(s) at flares or improper setting of flare torque wrench.  Or maybe unit was not properly charged from factory.  Pull charge and weigh back in, is a good starting point.  Rule out what you can control, freon charge. Since it is a new installation.  

    But curious if compressor was near max amps, and or backing off every few minutes and then eventually stopping  If service valves were partially closed/blocked, then frosting would be present there first.  Compressor line(s) freezing is indication of lack of freon making it back to compressor to be compressed to a high pressure vapor. Obviously freon temp is way below dew point, which would be if lack thereof.  But regardless not enough info to make a diagnosis, hope someone helped you.
